Bottom-up policymaking in Rotterdam

What is the issue?
Polarisation, gentrification, segregation, individualisation, urbanisation, top-down policy-making, alienation from politics/community...
What is the impact of bottom-up policy making processes / initiatives in Rotterdam?
I think a lot of people do not feel as if they are included in the policy making process, while the policies do affect their way of living.
Within specific communities, the people living there probably know best what they need or what they don't know.
However, still, many decisions are taken by people outside these communities.
Could bottom-up policy making improve a neighbourhood?
And how can we include people in the policy making process?

When people are excluded, and feel like nobody listens, I believe it can cause extreme feelings and views.
Maybe we can tackle this by listening?
Top down vs Bottom up policy making
Top down: decision-making and process implementation originates from the highest levels, and proceeds downwards. In other words: people from outside the community make decision for the people inside the community.
Bottom up: decision-making and process implementation originates from lower levels and proceeds upwards. In other words: local solutions, made by "local" people; the people in the community.
Where do I fit in this process? What if I'm not a local?

Interesting article about the top-down policies of the UN when it comes to peacekeeping, and that a bottom-up policy would probably be more efficient.
